I’ve googled several vet websites in the past hour or so, and there seems to be a general consensus, especially for high-strung terrier breeds like a Jack Russell –

“1 – Dogs that begin paw-licking later in life are more than likely responding to environmental, life style, and/or dietary adjustments.

2 – High-strung, normally active dogs that are inactive for any reason tend to spend more time grooming themselves. In most cases, that grooming instinct tends is focus itself on the paws. “
