Dear Chrissy: Hi ! Your original veterinarian is correct. The new veterinarian seems to be confused. Vaccine serum antibody titers last a long time, even life-long, and do provide an indication of protection. The published guidelines of our national veterinary associations (AVMA and AAHA) clearly support vaccine antibody titer testing as well.
