Sorry I missed your question from a few days ago. Whether the percent calcium is on a dry-matter or as-fed basis isn’t relevant because it’s being reported on a per unit of energy basis. The moisture doesn’t contribute to the caloric content of the food, therefore a food will have the same amount of calcium per unit of energy regardless of whether the calculation uses the as-fed or dry-matter calcium level. Remember – if using the dry-matter calcium percentage caloric content would need to be corrected (for example, if a food reports 3,500 kcal. per kg this is as fed, if the moisture were removed the food would be more energy dense).
